There are countries where most hospitals do not package medications in single-dose form, including Germany. They simply send the medications to the wards and satellite pharmacies in boxes, to be placed in a locked cabinet and then dispensed by a professional.
And what would this process be like in detail?
The professional opens the dispensary/cupboard, looks for the correct box of the medicine among the other 200 varieties, removes the blister from the box, cuts the blister with scissors, then places the cut blister in a container, returns the rest of the blister and the leaflet to the original box and stores it back in the dispensary/cupboard from where it was removed.
